Université Internationale de Libreville – Berthe & Jean (UIL-BJ) marked a historic milestone with the thesis defence of its first doctoral cohort from the Doctoral School of Political, Legal, Economic and Management Sciences (ED-SJPEG).
Among the recipients was Dr Bibalou Koumba Moïse Dan Glen, a Doctor of Private Law and Criminal Sciences. He received the highest honours for his thesis entitled:
“Time and criminal procedure: a contribution to the emergence of the principle of promptness in Gabonese law”.
Through this work, the new doctor highlights the impact of judicial delays on the effectiveness of criminal justice and offers practical avenues for strengthening the principle of promptness, a fundamental pillar of the rule of law.
The defence was assessed by a leading international jury chaired by Prof. MBA-OWONO Charles (Omar Bongo University), with academics from Gabon, Congo and Cameroon, under the supervision of Prof. NKOULOU Yannick Serge (University of Bertoua).
This achievement illustrates UIL-BJ’s scientific excellence and confirms its ambition to train researchers able to provide relevant responses to the continent’s legal and institutional challenges.
